Pascal, a previous entry in the series, makes a comeback in Animal Crossing: New Horizons. Instead of merely an addition to everyone’s island, this NPC plays a pivotal role in the game.

If you’re up-to-speed with the recently released Summer Update earlier this week, you’d know the changes that took place in-game. Aside from the ability to swim on oceans and catch marine life from there, the game also adds a new set of furniture.
True to Animal Crossing fashion, these additional aesthetics have to be built from scratch. And for that matter, it requires certain DIY recipes to do.
That is where Pascal comes into the overall picture. This red sea otter makes for the sole source of those recipes, making interaction with it is essential.
Where’s Pascal?
Pascal is typically on the seawater of each player’s island. However, finding this NPC is not always a certain feat. Most of the time, your encounter with it will prove random and happens only after you catch its favorite aquatic life—a scallop.
Being a freshly released content with the recent update, there’s not yet a definite pattern to make Pascal appear. You might be lucky enough to encounter it on your first dive into the ocean and after catching a clam. Other times, it will take more than a few attempts to do.
This level of uncertainty might seem frustrating to some. But we can all rest in the idea that its appearance is indeed just that—willy nilly.
Tit for Tat
Having a good chunk of scallops in your inventory and meeting the red otter, you are already on your way to getting a special DIY recipe. Indeed, your every encounter with Pascal would be just for that.
Before you can proceed and trade your scallop for a mermaid-themed DY recipe, make sure you have available space in your inventory. Otherwise, the trade will not push through.
Fortunately, this is a simple problem that comes with its own relatively easy solution. Simply just head back to the shore and free up some space in your inventory, then head back into the ocean. This might entail you a need to catch another scallop again to trigger the event with Pascal.

Occasionally, you would find meetings with Pascal a more fruitful endeavor by getting a pearl. As such, it would be in your best interest to leave plenty of spaces in your inventory in case such an event happens.
Do note also that Pascal only appears once a day.
