As reported by the 119th Government Evaluation Committee, the plan of the Korean government is necessary to protect the rights and interests of underage entertainers. The matter backs the fact that some are the foundation for the growth of the new K-culture wave.
As reported by Allkpop, a growing number of underaged individuals are recorded who wants to work in the pop and arts industry. The matter is due to the reasons that the movie Parasite won Oscars and BTS topping the Billboard charts. Also, Korean dramas are topping the most-watched lists on Netflix.
And as the K-culture popularity increases, the number is expected to increase continually. Still, there has been a rise in concerns over the young individuals exposed to the industry’s dark side. The case includes fraudulent activity demanding money and valuables under the pretext of a debut or appearing on television.
The improvement and protection of rights and interests for underaged minors and celebrities under the Government Policy Coordination Office’s shelter is in works. The process is through consultations with other related ministries, including the Ministry of Culture, Sports and Tourism, the Broadcasting and Communications Commission, and private associations and organizations.
The said act is done to eradicate illegal activities by expanding information disclosure on entertainment agencies.
The consultations will also add information that aspiring celebrities can refer to the pop culture and arts information system. Which only discloses official information such as the registration number and the company name of the agency.
Also, to resolve the blind spots in the entertainment field, the government will be overhauling its registered agencies every year. Establishments of entertainment institutes such as training school agencies will be made known.
The government will be continuing to seek measures to crackdown unregistered agencies. It includes introducing superior law enforcement police officers by internalizing compliance with offenders’ employment restriction system and imposing fines on them.
Also, the establishment of transparent and fair audition practices will lead to unfair contracts not to prevail.
The government will be strengthening the protection for minors by preparing legal contracts for broadcast appearances for underaged celebrities. Additionally, the project will increase actual utilization by reviewing and supplementing standard deals for other pop culture artists every three years.
The government’s protection for underage celebrities will immediately take place during the debut and promotion stage. The violations of the artist’s right to rest, right to study, and illegal activities such as harassment and assault will be monitored and sanctioned.
Furthermore, the government will protect underaged celebrities from harsh labor such as overworking and night shooting for long periods. As declared by the Popular Culture Industry Act, specific guidelines on protecting underage celebrities’ right to rest, and study will be prepared and applied accordingly.
Lastly, for celebrities who feel anxious about the future, counseling will be made available. The counseling is also for stars who experience stress from too much exposure to social activities.
For the time being, the government plans to set up guidelines for standard broadcasting production. And for significant broadcasters to protect underage celebrities’ rights and interests.
The Korean government promised to check each ministry’s detailed progress on the improvement plan regularly. The measures improve the protection rights and interests of underage celebrities without a hitch in the future.
